Water Surge basics
Water Surge is a members' spell with a 5 tick cast speed and no quest requirement. It arrived with the surge spells in the Dragon Slayer II update in January 2018. Like other standard combat spells, it can be cast on attackable monsters, or on players in PvP areas.
Max hit depends on your highest surge
Since a 2024 change, the lower surge spells scale up to the max hit of the highest surge you have unlocked. Water Surge starts at 22 and climbs as you reach Earth Surge and Fire Surge:
| Your Magic level | Highest surge unlocked | Water Surge base max hit |
|---|---|---|
| 85 to 89 | Water Surge | 22 |
| 90 to 94 | Earth Surge | 23 |
| 95 and up | Fire Surge | 24 |
Those are base values. Magic damage bonus from gear, a slayer helmet (i) on task and water-weak targets all raise them. The elemental amulet, added in September 2026, adds a flat 2 before the percentage bonuses. Magic boosts tied to your Prayer level add their percentage on top and do not change the base number.
The scaling has a practical upshot. Once you have 95 Magic, all four surge spells hit 24, so you choose between them by elemental weakness and by which runes your staff covers, not by raw damage.
Runes and the cheapest setup
Water is the bulk of the rune count, but wrath runes are the main cost per cast. Here is what each common setup leaves you buying:
| Setup | Runes you still pay for |
|---|---|
| No staff | 10 water, 7 air, 1 wrath |
| Staff of water, kodai wand or tome of water | 7 air, 1 wrath |
| Smoke battlestaff or staff of air | 10 water, 1 wrath |
| Mist battlestaff or mystic mist staff | 1 wrath |
| Mist staff plus tome of water | 1 wrath (tome adds its boost) |
A smoke battlestaff gives 10% accuracy and damage to standard spells, which is why some players accept buying water runes to keep that bonus. The Twinflame staff supplies water runes too, but its second hit does not apply to surge spells, so for Water Surge it is mostly a rune source plus its standard-spell bonus. Run the options through the DPS calculator for your target.
The tome of water
The tome of water is a shield-slot item from the Tempoross reward pool. With soaked pages in it, it supplies unlimited water runes and boosts standard spellbook water spells: 10% accuracy and damage against monsters and 20% against players, one charge per cast. The monster bonus was 20% until a 2024 change. It also adds 20% accuracy to curses such as Entangle and Vulnerability. If you fish at Tempoross anyway, the tome is a nice extra, but it is rarely worth chasing just for Water Surge.
When to cast Water Surge
Use it against monsters weak to water, where the elemental weakness bonus and the tome stack on top of a 22 to 24 base hit. At the Royal Titans, water and fire wave or surge spells are the usual tools, matched to whichever titan you are hitting. Against a target with no weakness, pick whichever surge your staff makes cheapest.
For leveling, surges are a decent way to train while killing something, but they are not the cheapest xp. The Magic training guide compares them with bursting and splashing. If you are below 85, Fire Wave fills the same job at 75.
